Irfanview is a wonderful program that has been around for quite a while, and it has been updated frequently. It's easy to use, has lot's of functions and it's free. It really is free with no catches or sneaky tricks. You can download it from this site.
Screen captures are another handy feature of Irfanview. You just click options>capture>start, and when the screen you want is in the foreground, just hit cntrl-F11 and it grabs the screen. It's then ready to edit using all the normal features - you can even make it your wallpaper.
